Council Member Pierce provided a request that the allot continue, but that the next steps be <br />carefully planned. She recognized the members from the Bicycle and Pedestrian Group <br />present. Council Member Bain, who was recently appointed to the C /CAD's Bicycle and <br />Pedestrian Committee, stated that the City can play an important role In what projects get <br />funding. <br />Mr. Blake Lyon and Susan Wheeler, staff liaisons, made themselves available to answer <br />q uestions. <br />The Council expressed its appreciation of Council Member's Pierce dedication to this <br />cause. one Council Member asked if having a committee would assist in receiving grants. <br />Ms. Wheeler said that it "old" assist but the lack of a committee would not prevent the city <br />from receiving funds.. <br />Public Comment: <br />Billy James shared his excitement at this being before Council. He added that a committee <br />is not about funds only, but about addressing numerous other items. Mr. James thanked <br />staff for the two years of work. ale acknowledged the late Gary Borate and current City staff <br />like lbs. Wheeler and Mr. Lyon. He asked Council to adopt the fourth recommendation and <br />add an eight week period for staff to come back. <br />Mayor Foust asked Mr. Ingram to respond to Cllr. James previous comments on the <br />Consent Calendar item. Mr., Ingram explained that he would like to take the suggestions <br />back to the Planning staff. He explained that if the contracts will need to be amended this <br />will have to come back to Council. <br />Adrian Brandt echoed some of the comments from Mr. James. He believes that cyclist <br />and pedestrians play a big role in educating the community and adding value. He made <br />comments about public servants not being aware of cycling and pedestrian issues. <br />Claire Felong supports are ongoing comma tee that has ongoing meetings. Ms. Felong <br />spoke e about all the cyclists that use the train but she also shared safety concerns. <br />Council Member mere advocated for a safe community where parents and children can <br />walk and cycle to school. She believes in developing a multi-modal community and she <br />w elcomes those who have expertise on a ne w movement called t� c omplete streets ". She <br />would like a conceptual agreement of this proposal and then have staff come back w ith <br />more information. one Council member would life to hear the specific recommendations <br />from the committee prior to raking decisions <br />M S Hartnett /Ira to approve staff recommendation #4 excluding the creation of bylaws.
