will also be available to provide ongoing communication with the USBR for the length of this
study, the budget assumes a six month USBR review period.
This task includes WBA's internal oversight of the project including: managing WBA staff
assigned to the project, tracking the budget, and monitoring the schedule and progress to ensure
timely completion.
Task A Deliverab[es:
• Administrative Draft Feasibiliry Study Report for City review
• Draft Feasibiliry Study Report for USBR review
• Final Feasibility Study Report
Task B: Disinfection Contact Time Testing
The purpose of this task is to prepaze a plan and conduct the testing needed to measure the modal
contact time of the recycled water disinfection system at the peak production flowrate of 13 mgd.
The City would like to obtain approval from the CDPH for operation of the Redwood City
Recycled Water Facilities at a CT of 450 mg/L-min. Based on the testing conducted in 2008 the
facilities are currently approved to operate at a CT of 575 mg/L-min at a production rate of up to
12.96 mgd (this is equivalent to the design production capacity). Chemical costs would be
reduced if the CT requirement was changed to 450 mg/L-min.
Task B.l - Develon TesrinQ Protocol
WBA will conduct a conference call with CDPH to review their wncems with the testing
protocol that was used in the 2007 study and to identify the specific testing parameters that they
would like incorporated into the testing protocol. WBA will prepare an administrative draft
protocol incorporating the comments obtained from CDPH. The protoco] wil] include:
• Description of all equipment to be used
• Equipment calibration procedures
• Flow rates to be tested
• Description of dye to be used and anticipated dosing
• Identification of injection point
• Data analysis methods, including percent capture
The administrative draft protocol will be submitted to the City and SBSA (who will be
conducting the testing). Comments will be incorporated into a Final Draft that will be submitted
to CDPH for review and comment. WBA will finalize the testing protocol document based on
comments received from CDPH.
Task B.2 - Disinfection Testin2
WBA will coordinate with City and SBSA staff to determine the best times to conduct the
testing. WBA will identify the testing equipment needed and will coordinate with the City and
SBSA staff to obtain the equipment. WBA is not responsible for purchasing or renting any
equipment or materials that may be required for testing, but can help to facilitate its acquisition.
Agreement over $10K 13
Cily Attomey Approved Version 091211
