B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 27, 2012 <br />SUBJECT <br />Docktown Area Update <br />RECOMMENDATION <br />Accept report. <br />BACKGROUND <br />The Docktown Marina property is a unique blend of privately -owned property on the <br />land side and City -owned property on the water side. The Marina is operated by a <br />private entity on behalf of the landowners and through a management agreement with <br />the City. The City -owned land was acquired through a grant from the State Lands <br />Commission and allows for recreational use of that portion of the waterfront. <br />The privately -owned property is used for vehicle storage and other uses. In 2010 -2011, <br />the City considered acquiring the private property to bring consistency and uniformity to <br />its use and to consider options for low and moderate income housing there. That <br />purchase was not completed and the operation of the Marina and the Iandside <br />businesses remain in private hands. <br />ANALYSIS <br />Subsequent to the City's decision not to acquire the Docktown Marina property, staff <br />began meeting with representatives of the ownership group and numerous interested <br />developers regarding potential development opportunities. The options under <br />discussion have ranged from housing to commercial development. Staff advised the <br />owners' representatives that the Docktown property could not be treated in isolation and <br />that a comprehensive study of the lands between Redwood Creek and the industrial <br />lands of Graniterock was necessary. <br />There are a number of issues that must be addressed before the Docktown property <br />can be developed. Infrastructure, including sewer, water, and the extension of <br />Blomquist Road across Redwood Creek, must be constructed. The alignment of <br />Blomquist Road, for example can vary depending on the preferred land uses for the <br />area. To resolve these and other issues, staff advised the property owners that a <br />Precise Plan of the larger area is necessary to assure quality and competent <br />development. <br />
