8.B. - Page 2 <br />Staff and the property owners are working on a new management agreement that is <br />planned to come before the City Council in the next couple of months. This new <br />agreement will better deal with ongoing maintenance and life safety issues associated <br />with the City -owned water property, improve the overall quality and aesthetics of the <br />site, and provide a more desirable property for acquisition and development. <br />A critical factor in the successful development of the Docktown property is the relocation <br />of the County jail facilities and the Maple Street shelter. If this property can be acquired <br />and developed with the Docktown site, it appears that a better and more successful <br />project is likely. <br />The Docktown property is generally surrounded by properties owned by the City of <br />Redwood City. This creates an opportunity for the City to have more than just a <br />regulatory role in the development of this area. Consequently, the preparation of a <br />Precise Plan will engage the public in the discussion about how this waterfront area of <br />the City should develop. <br />Finally, there is a multitude of other uses ongoing and planned in the area that must be <br />taken into consideration. Perhaps the most active use is the Bair Island Aquatic Center, <br />which leases City -owned property adjacent to Docktown. The City owns two large <br />parcels, one of which is presently used for private storage; the second is the recently <br />acquired Cemex property, which is vacant. The County jail is planned for the site on <br />Chemical Way presently occupied by numerous small businesses. <br />In the near future, staff also anticipates returning to the Council with agreements for the <br />use of the Cemex property. BIAC is interested in expanding its operations along the <br />waterfront through a portion of the Cemex site. The County is interested in using the <br />remainder of the Cemex site as the construction yard for its jail project. <br />On February 27, we anticipate a study session regarding disposition of City -owned <br />property. Because of the complexities of developing this larger Docktown area, staff <br />recommends a separate study session on this topic.
