6. 1. B. - Page 2 <br />ANALYSIS <br />Over time, illegal dumping has occurred at the site and it was not until recently that <br />definite ownership of the land was known. A surveyor was hired by the City to survey <br />and stake out the property boundaries of the City owned land. Their survey resulted in <br />staking a parcel that is approximately. 17 of an acre in size. <br />ALTERNATIVES <br />There is no viable alternative to removal and disposal of the debris piles. Analysis of <br />the debris has shown it to be contaminated. Further, the piles are an eyesore and blight <br />in the area, negatively impacting the adjacent businesses and residents. <br />FISCAL IMPACT <br />City Council approved a budget amendment on February 6, 2012 to provide funding for <br />this project. The funding, in the amount of $90,000 has been allocated to the Streets <br />Maintenance subprogram operating budget. <br />ENVIRONMENTAL REVIEW <br />The City retained Green Environmental, Inc. to complete a Soil Stockpile Sampling in <br />order to characterize the debris piles. Sixteen samples were taken and analyzed for the <br />presence of chemicals including volatile organic compounds, pesticides, petroleum <br />hydrocarbons and asbestos. No asbestos was found during the sampling process, but <br />other chemicals are present and at a level which requires the soil to be disposed of at a <br />landfill which accepts contaminated soil.
