C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 27, 2012 <br />SUBJECT <br />Professional Land Surveying Services Agreement with MacLeod & Associates, Inc. for <br />future potable water main capital improvement projects <br />RECOMMENDATION <br />Approve, by motion, the standard form professional services agreement with MacLeod <br />& Associates, Inc. for an amount not to exceed $104,765.00 to provide land and utilities <br />surveying services for the proposed potable water main capital improvement projects, <br />and authorize the City Manager to increase the contract amount up to 10% if necessary. <br />BACKGROUND <br />The City annually replaces existing water mains to ensure that the water distribution <br />system remains in good condition. These capital improvement projects improve water <br />quality, replace aging infrastructure, and ensure that water flow is adequate for <br />domestic use and fire protection. <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report <br />and directed staff to move forward with specific recommendations for future Council <br />consideration. The Water System Master Plan categorized and prioritized the system <br />pipeline replacement into seven priorities. Highest priority pipelines will be worked on <br />first and will mostly be replaced in the next 5 years. They include water mains that are <br />generally 4 inches in diameter or smaller, and water mains that are greater than 4 <br />inches in diameter that have had at least four leaks in the past seven years. The goal is <br />to replace mains that break frequently and require continued maintenance, and mains <br />that do not provide adequate volume of water for domestic use and fire protection. <br />ANALYSIS <br />In response to staff's request, three proposals were solicited and received from <br />MacLeod & Associates, Meridian Surveying Engineering Inc., and Sandis. All three <br />companies are equally professionally qualified and prepared to perform comparable <br />work at comparable rates. However, staff determined that MacLeod & Associates, <br />located in San Carlos, demonstrated greater competence as it has existing knowledge <br />of the local area and Redwood City's surveying and drafting standards.
