6.1.C. - Page 2 <br />Associates has successfully performed similar services for the City in the past. Staff <br />recommends MacLeod & Associates, Inc., on the basis of professional qualifications <br />and demonstrated competence, to provide surveying services for the water main <br />replacement projects. Meridian Surveying Engineering Inc. and Sandis will be listed as <br />qualified land surveying service providers for future work opportunities. <br />MacLeod & Associates, Inc., will prepare topographic maps and reports that are needed <br />to design multiple water main replacement projects, as identified in the Water System <br />Master Plan, anticipated for construction in the next five years. Based on the survey <br />data staff will design and manage the construction of these water main replacement <br />projects. We expect the work to be bid in several packages over the five year period. <br />The surveys will be performed in the next six months. The first construction package is <br />anticipated for release in the summer of 2012. <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement and direct staff to find <br />alternate means of completing the work, renegotiate the terms, modify the scope, or <br />select another consultant. <br />FISCAL IMPACT <br />Construction of individual water main replacement projects is subject to available <br />funding over the next five years. Funding for the purpose of the proposed agreement <br />was previously appropriated as Water Fund Capital Projects — Distribution System <br />Replacement Program, which has an available balance of $451,087.70 as of <br />December 31, 2011 <br />ENVIRONMENTAL REVIEW <br />The land and utilities surveys proposed in this report do not constitute a project as <br />defined by the California Environmental Quality Act.
