D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 27, 2012 <br />SUBJECT <br />Award of Construction Contract - Marlin Park Play Area Renovation Project <br />RECOMMENDATION <br />Approve, by motion, the contract documents and award the standard form contract for <br />the Marlin Park Play Area Renovations Project to Suarez and Munoz Construction, Inc. <br />of Hayward for their responsive and responsible low base bid of $182,470.00 and <br />authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br />the amount awarded, not to exceed $200,717.00 <br />BACKGROUND <br />The playground at Marlin Park is outdated and is in need of renovation. This project <br />replaces the landing area sand with fibar, replaces some of the outdated playground <br />equipment and barbeque facilities, updates the irrigation system and adds shade trees. <br />The project also adds accessible ramps in compliance with the Americans with <br />Disabilities Act. <br />ANALYSIS <br />Marlin Park is one of 32 neighborhood parks that the City owns and maintains. The <br />park was built in 1969 as part of the subdivision in Redwood Shores. The play <br />equipment was last upgraded in 1992. Abey Arnold Associates, a landscape <br />architecture firm, was retained to assist with community outreach, to prepare design <br />documents, and to provide construction support for the project. <br />Community meetings were held with playground users for ideas and preferences. At <br />the first community meeting, Marlin Park neighbors requested that the funds for the park <br />be spent on an enhanced playground and that minimal improvements be made to the <br />beach area. Some users requested new play equipment for the 5 to 12 year old age <br />group, such as swings, slides, and climbing structures. There was significant interest in <br />adding a separate toddler play area with play equipment and fencing. <br />At a subsequent community meeting, the conceptual plans that incorporated community <br />input from previous meetings were presented. The proposed design for Marlin Park <br />was favorably received by participating park users and Abey Arnold Associates was <br />directed to finalize the design. The design includes upgrading the existing play <br />equipment; replacing the sand with fibar in the school age play area; upgrading the <br />barbecue area with new picnic tables and barbecues; adding new trees and irrigation; <br />constructing new walkways and ramps. It also includes a new toddler play area, with <br />fencing. The existing sand from the playground area will be reused to restore the <br />existing beach where the existing play equipment will be removed by staff due to safety <br />concerns. <br />
