F. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 27, 2012 <br />SUBJECT <br />License Agreement with Bair Island Aquatic Center for use of a portion of City -owned <br />property located on Maple Street (APN 052 - 398 -010) <br />RECOMMENDATION <br />By motion, authorize the City Manager to enter into a License Agreement with Bair <br />Island Aquatic Club (BIAC) for the use of a portion of City -owned property, located on <br />Maple Street, Assessor's Parcel Number 052 - 398 -010. <br />BACKGROUND <br />Bair Island Aquatic Center (BIAC) currently leases a portion of City -owned property <br />along the waterfront near Redwood Creek, at 1450 Maple Street. BIAC operates the <br />aquatic center to teach and promote human - powered aquatic activities. They also <br />occupy approximately 10,000 square feet of the property immediately across Maple <br />Street, which is the subject of an existing License Agreement that is used for storage. <br />BIAC is interested in expanding its operation onto a 21,000 square feet portion of the <br />City -owned property that was owned by Cemex. They will terminate the existing license <br />agreement for the storage site if the new License Agreement is approved. <br />ANALYSIS <br />The programs and opportunities provided by BIAC to educate citizens about not only <br />the physical benefits of rowing and paddling on the South Bay but about the value and <br />beauty of this estuary system is a great addition to the City of Redwood City. In order to <br />continue to meet the demands of a growing program, BIAC has requested additional <br />land on which to store equipment and to provide expanded training facilities. <br />BIAC proposes to erect or construct a non - permanent tent or other portable structure <br />that would house rowing machines and other equipment for exercise, training and <br />practice rowing operations, portable restroom facilities, other miscellaneous portable <br />structures, and a gravel parking lot for vehicles with a drop off area. <br />In reviewing the request and proposal from BIAC, staff believes there is a distinct public <br />benefit to allowing this expanded use. The youth programs and the other public access <br />benefits offered through BIAC do much to improve the education of citizens about the <br />
