6. 1. F. - Page 2 <br />valuable waterside resource that exists in the City. Further, because of the training and <br />competition opportunities afforded through their programs, BIAC also contributes to the <br />physical health of the City and to alternative programs for youth. Specifically, BIAC will <br />provide the following programs in conjunction with Redwood City Parks and Recreation <br />and Community Services Department: <br />1) Expand the pilot at risk youth program, to provide free paddling and rowing <br />programs to at risk youth identified by the Parks, Recreation and Community <br />Services Department in the after school programs at Sequoia High School and <br />Woodside High School. <br />2) New and additional paddling programs to Middle School students to be offered <br />through the City's After School programs at nominal charges to participants, using <br />BIAC's coaches and mentors. <br />3) Provide new Team Paddling programs to Redwood City high school age youth at <br />nominal fees. (These students are at -risk youth referred through the City's Parks <br />programs.) <br />BIAC has provided plans to the Planning and Building Divisions for review and approval. <br />The work necessary to construct and install improvements does not give any right or <br />title to the property to BIAC. The attached license agreement outlines the details of <br />obligations for both BIAC and the City. For the use of the site, BIAC will pay the City <br />$12 per year and provide the youth programs identified above. The City can terminate <br />the agreement at any time with written notice. <br />The activation of the City's waterfront with recreational boating is a valuable part of <br />making Redwood City a desirable location for business and residential development. <br />Further, exposing the public to the estuary system of the South Bay provides a critical <br />perspective of the City as a steward of the environment. <br />ALTERNATIVES <br />The City Council could choose to not approve the License Agreement. <br />FISCAL IMPACT <br />There are no operational costs associated with this Agreement, and will provide $12 per <br />year in lease revenue. Termination of the storage site agreement represents a revenue <br />loss of $750 per month, based on the license terms. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City has determined that the License <br />Agreement meets the California Environmental Quality Act (CEQA) exemption criteria <br />as set forth in Section 15303, ( "New Construction of Small Structures "), as the <br />
