No action required. <br /> BACKGROUND <br /> On January 3, 2012 a Request for Proposals (RFP) was provided to the two <br /> recommended development teams: Hunter Storm and Lowe Enterprises. Later in <br /> January, each of the development teams presented their preliminary design concepts to <br /> the Architectural Advisory Committee for urban design feedback. <br /> The anticipated schedule of actions includes: <br /> • Submission of proposals on March 30. <br /> • Recommendation of a preferred developer by the Council Subcommittee brought <br /> to the full Council by early May. <br /> • Council approval of a Development Agreement by fall 2012. <br /> • Ground breaking spring 2013 <br /> There are several strategic issues for the City to address. Below is an update on those <br /> issues. <br /> Parking Strategy <br /> Staff is exploring options to address parking for the project. There are several <br /> challenges that must be resolved. <br /> First is the loss of the public parking spaces on Block 2, and potentially the Winslow Lot, <br /> during construction. The Winslow Lot, which has 46 spaces, is at capacity at nearly all <br /> times. Block 2, which contains 211 spaces, is lightly used during the work week, but is <br /> often filled to capacity on Friday and Saturday evenings. During construction there are <br /> several possible solutions to accommodate both the monthly parkers and the hourly <br /> users of the lots. Two options are better utilization of the existing shared use <br />
