8.A. - Page 2 <br /> agreement with San Mateo County for its garage on Middlefield Road, or the creation of <br /> such an agreement with Caltrain for its garage beneath Sequoia Station shopping <br /> center. It is also likely that some users can shift to the Jefferson Avenue or Marshall <br /> Street garages. <br /> Because both projects anticipate some new office development, it is anticipated that the <br /> public parking (particularly Block 2) will be replaced within the project, by ensuring that <br /> the parking for the new office uses is available to the general public at night and on the <br /> weekends. This is consistent with the cinema Parking Facilities Agreement. <br /> While the success of the project depends in part on its providing sufficient parking for its <br /> needs, it is also important to encourage minimizing the amount of overall parking as <br /> much as possible. This will have two primary benefits: it will dramatically lower <br /> construction costs, and thus will increase the City's land value; and it will increase the <br /> amount of leasable space, which will maximize the revitalizing effects of the project by <br /> putting more workers and/or residents in the heart of Downtown. <br /> One possible way to do this is to take advantage of underutilized spaces across the <br /> street in the Jefferson Garage (beneath the cinema). During the work week there is <br /> capacity in this facility at precisely the times that new office uses on Block 2 would need <br /> parking. However, taking advantage of these unused and ideally located parking <br /> spaces will require an amendment to the Parking Facilities Agreement between the City <br /> and the owners of the cinema building. Staff is currently exploring this possibility. <br /> Culvert Relocation <br /> One of the most critical issues for the successful development of the Block 2 site is the <br /> relocation of the culvert housing a tributary of Redwood Creek. The culvert cuts <br /> diagonally across the northern third of the site, thereby limiting the ability to construct <br /> subterranean parking. On December 12, 2011, the City Council authorized staff to <br /> initiate a design for the relocation of the culvert and to include the relocation and <br /> reconstruction project in the FY 2012 Capital Improvement Program. <br /> Staff is presently developing the design, which is now 30% complete. The anticipated <br /> sequence of events is as follows: <br /> • Design completion by the end of April. <br /> • Project bid in May. <br /> • Award bid in June. <br /> • Construction begins in July or August. <br /> • Completion by the spring of 2013, depending on utility relocation issues. <br />
