1. Improvements. Upon written notice to proceed given by City, Builder shall, at Builder's own cost and expense, construct all of the improvements ("Bridge Improvements"), furnish all the materials, and do all the work hereinafter described in accordance with, and as provided for, in the plans and specifications prepared for Builder by People Associates (Structural Engineer), entitled, "Twin Dolphin Drive Bridge" (collectively, the "Plans/Specifications"), and in accordance with City's specifications entitled, "Engineering Standards-City of Redwood City" (the "Standards"), in effect as of the date of final approval by City of the Plans/Specifications, which Plans/Specifications and Standards are on file in the office of the City Engineer and are incorporated herein by reference. The Bridge Improvements shall also be constructed in strict compliance with the provisions of Article VII, Chapter 29 of the Code of the City of Redwood City (the "Code Provisions"), also incorporated herein by reference, in the event of a conflict between said Plans/Specifications, Standards, and Code Provisions with respect to the standard for a particular improvement, the strictest standard shall govern. Builder shall complete all of the Bridge Improvements, subject to such exceptions and time extensions allowable under paragraph 11, according to a schedule approved by City; provided that the Bridge Improvements shall be completed no later than December 31, 2002.
