Tle-i <br />October 27, 2003 <br />Subject <br />Agreement between the Cities of Redwood City and San Carlos for the Disposition and <br />Improvement of Unused City Parcels <br />Recommendation <br />Approve and authorize execution of agreement between the City of Redwood City and <br />the City of San Carlos providing for the improvements of Skyway Road and Airport <br />Way, installation of landscaping and signage, and the detachment, annexation and quit <br />claim of certain territory to the City of San Carlos. <br />Background <br />This item was first presented to the City Council on October 23, 2000, and at that time <br />was conceptually approved. Since then, San Carlos has revised the sign design, which <br />was submitted to the Homeowners Associations in Redwood Shores for comments, <br />and to the Redwood City Architectural Advisory Committee, where it was approved. <br />_ The parcels are located on the southeasterly side of Redwood Shores Parkway, just <br />north of the Bayshore Freeway. These parcels originally belonged to the State as part <br />of the interchange until the connection to Redwood Shores Parkway was completed. <br />These "surplus" properties were then deeded to the City. <br />The project consists of de- annexation (detachment) of three parcels (1.24 acres, 1.61 <br />acres, and 0.71 acres) from Redwood City and subsequent annexation to San Carlos. <br />The three parcels will be landscaped, and two signs installed to provide identification to <br />the San Carlos Airport and the businesses on Skyway Road. San Carlos will also be <br />reconstructing Airport Way to improve its appearance and storm drainage. <br />Issues <br />1. These parcels are located outside the Shores Business Center limits, and have <br />never been included as part of any landscape maintenance area and; therefore, <br />they are not landscaped. This Agreement with San Carlos will provide for <br />landscaping and maintenance of these parcels for as long as both Cities agree. <br />The landscaping will improve the appearance of the entry road into Redwood <br />Shores. <br />2. Airport Way is not improved to City standards, and there is a depressed area that <br />fills with water and becomes hazardous in the winter. San Carlos will improve this <br />
