D. - Page 2 <br />The Kiwanis Club Farmers Market ( Kiwanis) operates on a City -owned Winslow parking <br />lot at the corner of Winslow Street and Hamilton Street, and the two new requests, from <br />the Redwood City Rotary Charitable Foundation (Rotary) and the West Coast Farmers <br />Market Association (West Coast), had specific sites in mind. In order to be completely <br />equitable and transparent, the City issued a Request for Proposals (RFP) so that any <br />entities interested in operating a farmers market on Redwood City property or right -of- <br />way would have an equal opportunity to offer a proposal. The RFP was advertised and <br />publicized, and at the end of the 30 -day RFP period three proposals were submitted — <br />one each from the Kiwanis, the Rotary, and West Coast. <br />• The Kiwanis proposal is for its existing site and schedule (Saturdays from 8 am — <br />noon, from April through November). <br />• The Rotary proposal is for Tuesdays from 4 — 8 pm in the public right -of -way on <br />Hamilton Street between Marshall Street and Winslow Street and on Broadway <br />from Theatre Way to Winslow Street, from May through September (some dates <br />will be concurrent with the City's Dancing on the Square events on Tuesday <br />evenings from June 19 — September 25). <br />• The West Coast proposal is for Fridays from 11 am — 6 pm in the parking lot at <br />the Redwood Shores Branch Library (which is presently closed on Fridays), year - <br />round. <br />The West Coast Farmers Market proposal requires additional work before being brought <br />to the City Council at a later date for consideration. Staff feels that the other two <br />markets will complement each other, given the differences in location and days of <br />operation. The two attached agreements are generally identical, aside from some site - <br />specific variations. Each contains significant protections for Redwood City, and rules <br />and regulations which safeguard the City's property and the public right -of -way involved. <br />Do note that a separate item on this agenda provides for the temporary suspension of <br />parking restrictions in the Winslow parking lot when the Kiwanis market is in operation, <br />to formalize what has been standard practice in the past. <br />With the significant growth in the number of farmers markets nationwide, it's clear that <br />customers value the fresh produce and other local products, and the sustainability of <br />their local farmers and producers. Adding a new farmers market in Redwood City will <br />bring additional environmental, health, and economic benefits to our community. <br />ALTERNATIVES <br />1. Do not approve the agreements <br />2. Approve the agreements, with modified terms <br />3. Direct staff to renegotiate the terms of the agreements <br />FISCAL IMPACT <br />Approval of these contracts will have no fiscal impact to the City. <br />
