6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 19, 2012 <br />SUBJECT <br />Resolution amending the City of Redwood City's Classification Plan <br />RECOMMENDATION <br />Approve by resolution the revision of the Fire Marshal job specification and establish the <br />new classification of Deputy Fire Marshal. <br />BACKGROUND <br />In 2011, the Fire Department partially restructured, largely to accommodate increased <br />work demands to service San Carlos Fire Department's managerial needs. The Fire <br />Department added a Deputy Fire Chief and hired a contract Fire Marshal to oversee the <br />Fire Prevention Bureau which plans, develops and implements fire prevention, and <br />conducts investigations and public education programs. <br />During recent union negotiations, the International Association of Fire Fighters Local <br />2400 (IAFF) and the Service Employees International Union Local 521 (SEIU) agreed to <br />move the Fire Prevention Officer classification from SEIU to IAFF. The power to modify <br />these bargaining units is vested in the City Manager, pursuant to the Employee - <br />Employer Relations Resolution. That agreement was reached before negotiations with <br />IAFF commenced to discuss the terms and conditions of employment of the Fire <br />Prevention Officers. Further discussions were held with IAFF regarding salary and <br />benefits applicable to the Fire Prevention Officer classification, including reclassifying it <br />to Deputy Fire Marshal. In November 2011, a side letter of agreement was reached (a <br />copy of which is attached) to effectuate these changes. After a job analysis study was <br />completed by the Human Resources Department, pursuant to the attached side letter, <br />the reclassification to Deputy Fire Marshal would be effective January 2, 2012. <br />ANALYSIS <br />Historically the Redwood City Fire Prevention Bureau has been managed by a full -time <br />employee called the Administrative Chief /Fire Marshal, which has been vacant since <br />2008. It provided both Fire administrative staff oversight and management of the Fire <br />Prevention Bureau. Since that time, the Fire Chief, Battalion Chiefs, and administrative <br />staff have split these duties. With the 2011 restructuring, including the addition of the <br />Deputy Fire Chief classification, there is no longer a need for the combined duty position <br />of the Administrative Chief /Fire Marshal. Instead, the job description should be revised <br />
