6.3.A. - Page 2 <br />eliminating the Administrative Chief duties and updating the job description to reflect the <br />duties of Fire Marshal. The Department would also like to transition from a contract <br />employee performing these to duties to filling this position full -time, now that the service <br />contract with San Carlos has been effectuated. <br />The Fire Prevention Officers' classification has evolved and advanced beyond the <br />original classification and scope. Additional duties assigned and performed have <br />included assisting with budget development and management, establishing goals, <br />objectives, policies and procedures, coordinating annual review and management of <br />documents, researching and analyzing data along with preparing findings and reports, <br />and negotiating with contractors, developers, engineers and attorneys to resolve difficult <br />code enforcement situations. The Human Resources Department performed a <br />classification analysis to determine the appropriateness of reclassifying the current Fire <br />Prevention Officers to the position of Deputy Fire Marshal. Human Resources analyzed <br />the current job duties, in cooperation with the Fire Chief, and determined the duties <br />currently assigned and performed were more appropriately aligned to Deputy Fire <br />Marshal and thus a reclassification was warranted. <br />To comply with the attached side letter of agreement with the IAFF bargaining unit the <br />City is requesting to establish the new classification of Deputy Fire Marshal. This <br />classification will be included in the IAFF bargaining unit working 40 hours per week, <br />and will have a monthly salary one -step range of $8,700. Due to current business <br />needs, both current Fire Prevention Officers will be reclassified. The reclassification of <br />the current Fire Prevention Officers to this new classification will be effective January 2, <br />2012, and will include a salary increase to $8,700 per month, and a 2% negotiated rate <br />increase in January 2013. It is understood by both the City and IAFF that in the future, <br />as turnover occurs, the Fire Department will likely reorganize to keep just one Deputy <br />Fire Marshal, and fill the other position at the lower Fire Prevention Officer level. Staff <br />also recommends keeping the Fire Prevention Officer classification available for future <br />department restructuring in anticipation that in the future it can staff the Fire Protection <br />Bureau with one Fire Marshal, one Deputy Fire Marshal, and one Fire Prevention <br />Officer. <br />The current salary range for the Fire Prevention Officer classification is $6,625- <br />$8,056 /month and would be increased by 3% in January 2012, and 2% in January <br />2013, pursuant to negotiated rate increase agreements with the IAFF bargaining unit. <br />To offset the agreement to provide fire and emergency services to the City of San <br />Carlos and the anticipated changes in staff oversight and increased work load, the <br />Bureau would like to keep the classification of Fire Prevention Officer active. The Fire <br />Department, the Bureau, and the City would benefit by keeping this classification <br />available including the ability to accomplish more inspections which will bring in more <br />revenue, conduct investigations, and spend more time on educating the community <br />which leads to less fatalities and property loss as a result of hostile fires. <br />
