6.3.C. - Page 1 <br />rtr. rvrtT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 19, 2012 <br />SUBJECT <br />Approve the job classification for the position of Economic Development Manager and <br />amend the salary and wage plan accordingly. <br />RECOMMENDATION <br />By resolution, approve the establishment of the Economic Development Manager <br />classification and amend the Salary and Wage Plan to add the Economic Development <br />Manager classification.. <br />BACKGROUND <br />In Spring 2011, the Community Development Department was reorganized. As a part <br />of this reorganization, the City's economic development function was reassigned to the <br />City Manager's office, with the goal of providing more effective dedicated support to <br />Council's strategic initiative of economic development. This transition allowed the City <br />Manager to work directly with the Council and staff to create and implement an <br />Economic Development Action Plan. In the budget amendment adopted by Council in <br />July 2011, a vacant Community Development Supervisor position was reallocated to <br />the City Manager's office for the purpose of creating a position dedicated to <br />implementing the economic development action plan. <br />ANALYSIS <br />Upon review by the City Manager and Human Resources Department, it was <br />determined that the allocated classification of Community Development Supervisor did <br />not adequately cover the current needs for this position. The CDS supervisor <br />classification was adopted in 2002 to cover multiple positions in a wider range of <br />functions within the Community Development Department, including planning, housing, <br />economic development and redevelopment. Moreover, the Community Development <br />Supervisor previously reported to a division manager within the Community <br />Development Department, and did not reflect the level of expertise and autonomy that <br />would be required for the new position reporting directly to the City Manager. <br />With the establishment of the Economic Development Manager classification, the focus <br />of the position will be solely on economic development initiatives. This will allow the <br />incumbent to work directly with City Manager to inform key policy decisions and initiate <br />activities related to the City's Economic Development Action plan. The Economic <br />Development Manager will be included in the Executive Management Group. A salary <br />survey was conducted according to the Executive Management salary- setting plan <br />adopted by the Personnel Subcommittee to determine the salary range based on <br />matching classifications in comparable agencies. The proposed salary range is $10,745 <br />- $13,641 per month. The salary range for the Community Development Services <br />Supervisor position was $8,218- $9,862.
