Among the powers expressly granted to the Authority is the <br />power to acquire property and to borrow money to provide funds for the construction, <br />acquisition, maintenance or improvement of public facilities and infrastructure and to issue in <br />It- name revenue bonds to evidence the indebtedness cr, by such borrowing. The City <br />Cc.uncil of the City acts as the governing body of the Authority, and the Mayor acts as its <br />Cha'rperson. <br />THE CITY <br />The City is located in the San Francisco Bay Area 25 miles south of San Francisco in San <br />Mateo County. The county seat was established in 1856 in the location that came to be known <br />as, and was incorporated in 1867 as, the City of Redwood City. The City combines residential, <br />industrial, and commercial elements in a largely urban environment. Its waterfront provides a <br />yacht harbor and the only deep -water port in the South Bay. A wide variety of housing types <br />are available. <br />The City, as the county seat of the County, contains offices for many of the County's <br />4,000 employees. The City's economy is well diversified, with a strong industrial and <br />commercial base. The City is traversed by U.S. 101 and a major railroad. The Port of Redwood <br />City handles bulk cargo. <br />The County is one of nine counties comprising the economic geographic unit known as <br />the San Francisco Bay Area. Long regarded as a "bedroom" area for employed persons <br />commuting to San Francisco, the County now houses many large employers who provide <br />T increasing job opportunities for County residents. The local economy is well- balanced and <br />diversified. San Francisco International Airport is located in the County, generating the <br />construction of many hotels and motels in the area east of U.S. 101 in recent years. <br />Municipal Government <br />The City Council consists of seven members, elected by the voters of the City to <br />staggered terms of four years each. <br />The City Council is the only body elected directly by the residents of Redwood City. As <br />the legislative branch of the government, it makes final decisions on all major city matters. The <br />Council adopts ordinances and resolutions necessary for efficient governmental operations, <br />approves the budget, and acts as a board of appeals. It appoints the City Manager, City <br />Attorney, and City Clerk and also most members of the City's boards, committees and <br />commissions. <br />The current members of the City Council are as follows: <br />-21- <br />
