�• T r I <br />REPORT <br />To Redevelopment Agency Board <br />From Redevelopment Manager <br />November 3, 2003 <br />Subject <br />Grant of two separate Revocable Permits to improve and use space on a Redwood City <br />Redevelopment Agency -owned (triangular- shaped, 5,200 + /- square foot) parcel located <br />between the Redwood Creek culvert and Maple and Lathrop Streets, across from the <br />Franklin Street Apartment Complex. (Exhibit A - Site Plan, Parcel #1). <br />Recommendation <br />1) Authorize the grant of a revocable permit that would allow Irvine Apartment <br />Communities (IAC) to install and maintain certain improvements within the above <br />referenced parcel and authorize the Redevelopment Manager to execute same. <br />2) Authorize the grant of a revocable permit that would allow Towne Ford to install <br />and maintain other improvements within the above referenced parcel and that <br />would allow Towne Ford to use the parcel for daytime employee parking and <br />authorize the Redevelopment Manager to execute same. <br />Background <br />The Redevelopment Agency Board may recall that the remnant parcel referenced <br />above was originally purchased by the Redevelopment Agency for a childcare facility. It <br />was subsequently determined that the site was inappropriate for a childcare facility, but <br />another use for the site was not immediately forthcoming. <br />IAC partially improved the parcel as part of the Franklin Street Project's required Maple <br />Street improvements. The existing improvements include trees and other landscaping <br />along the Maple Street side of the parcel. However, the parcel's interior has not been <br />improved and is covered with uneven, broken asphalt. In addition the site does not <br />have a curb, gutter or formal driveway apron along the Lathrop Street side of the parcel. <br />Finally, the site has not been well maintained (overgrown weeds) and has been used for <br />overnight storage of boats, campers /trailers, cars and other outdoor storage. <br />Planning staff wanted to improve the site without adding to the City's costs for open <br />space maintenance. Staff therefore suggested that IAC install landscape improvements <br />within the above referenced parcel as well as within an adjacent remnant parcel owned <br />by Marcelli Lighting (Exhibit A, Parcel #2). This parcel lies directly across from the <br />subject Redevelopment Agency -owned parcel and is also bordered by the Redwood <br />Creek culvert and Maple and Lathrop Streets. <br />IAC has agreed to install landscaping and other improvements within these two parcels <br />since the improvements would also benefit Franklin Street Project tenants whose rental <br />units look out onto these parcels.
