1 _ <br />Fki3 <br />Phase Two - Design & Marketing Phase or "Feasibility Study" (August 2000) <br />Feasibility Study attached Appendix II <br />Case Statement: <br />Redwood City Police Activities League <br />Youth Center Facility <br />SUMMARY CASE STATEMENT <br />Purpose and History of Service <br />Redwood City PAL is a nonprofit community based organization that was founded in <br />1995 at the initiative of Police Chief Carlos Bolanos with the support of the City of <br />Redwood City. PAL provides intervention, prevention, and alternative programs to at- <br />risk and economically challenged youth in Redwood City. The purpose is to help youth <br />assimilate honest values, assets, and skills. The Redwood City Police Activities League, <br />the Redwood City Police Department, the Redwood City School District, the Redwood <br />City Community and the City of Redwood City have formed a unique public and private <br />partnership, which is critical to provide effective delinquency outreach and prevention <br />programs. The Redwood City Police Activities league influences thousands of children <br />and teen lives in positive ways each year. <br />While open to all with low fees and financial assistance to make participation possible for <br />more than 12,000 youth since its inception, PAL currently targets over 3,000 juveniles <br />and their families in a disadvantaged southeastern area of Redwood City each year. <br />Redwood City Police Activities League primary objectives are: <br />• Provide youth with intervention, prevention and alternate programs to juvenile <br />delinquency. <br />• Provide youth with positive role models and mentors, so they can make positive life <br />decisions. <br />• Provide youth and their families with improved life skills that will insure a better <br />quality of life. <br />• Develop the whole child by offering diverse activities that include social, physical and <br />intellectual stimulation. <br />• Provide families with resources that will contribute to a higher quality of life. <br />Primary Proarams <br />PAL on Campus has reached more than 2,100 in a year. Daily activities range <br />from our gang intervention program to seasonal sports programs on school <br />campuses from 3:00 P.M. to 7:00 P.M. This is the determined time period when <br />juveniles are most likely to participate in delinquent activities. <br />• PAL After Hours offers youth opportunities to drop -in, a safe place to go after <br />5 <br />
