RESOLUTION NO. 12-03 <br />A RESOLUTION OF THE PLANNING COMMISSION F THE <br />CITY OF REDWOOD CITY ADOPTING A MITIGATED NEGATIVE <br />E <br />DECLARATION, ADD OPTING ASSOCIATED MITIGATION <br />MEASURES, AND ADOPTING A MITIGATION MONITORING <br />AND REPORTING PROGRAM, IN ACCORDANCE WITH THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE 640 <br />VETERANS BOULEVARD RESIDENTIAL DEVELOPMENT <br />PROJECT <br />WHEREAS, the City of Redwood City adopted the Redwood City Strategic <br />General Plan (General Plan) on October 11, 2010 containing the "Form and Land Use <br />4� a tlen outlining the goals and principles for the development of mixed Use Corridors in <br />Redwood City with the purpose of providing areas for a Variety of activities, includin <br />c ommercial, office, and high - density residential uses, or a mixture thereof; and <br />WHEREAS, at the carne time and in support thereof, the City Council certified a <br />programmatic Environmental Impact Report for such General Plan; and <br />WHEREAS, on June 27, 2011, the City Council adopted the Veterans Boulevard <br />Mixed-Use Corridor Zoning District to implement the Mixed -lase — Corridor land use <br />category in the General Plan by establishing Mixed Use corridor zoning sub - districts <br />(including the Veterans Boulevard Sub District) and to provide opportunities for <br />development that support major transit and complementary lard uses, with the goal of <br />facilitating transit use, bicycle use, and pedestrian activity; and <br />WHEREAS, BRE Properties Inc., the project developer seeks to construct a <br />residential development project at within the Veterans Boulevard mixed Use Corridor <br />(MUC-VB) Zoning District consisting of 264 residential units in a multi - story building with <br />associated parking, landscaping, and improvements to Veterans Boulevard generally <br />consistent with the MUC -VB Zoning District regulation PD 2011-02); and <br />INHERES, the project developer is also seeking to provide residential units to <br />low income households pursuant to Government Code 65915 to allow for a densit <br />bonus and to also include the granting of concessions through modifications to the <br />freight, density and sidewalk width prescribed in the MUC -VB Zoning District <br />regulations, as provided for under 591 5;and <br />WHEREAS, an initial Study Mitigated Negative Declaration IS MND wa <br />prepared to assess the potential impacts of the 640 Veterans Boulevard project; and <br />WHEREAS, the IS/MND for the 640 Veterans Boulevard Residential <br />Development Project was published for public review and comment for 30 days <br />Y <br />beginning on October 19, 2011, and ending on November 20, 2011, and which public <br />TTY/ E .21 0/12 -30 IS HIND 640 VETERANS <br />FEV:01 11 211 2 <br />Page 1 of 4 <br />
