The IS I IND was filed with the <br />State Office of Planning & Research under State Clearinghouse No. 2011101059; and <br />WHEREAS, on January 17, 2012, a duly noticed public hearing of the Planning <br />Commission ass held to consider the IS MND for the 640 Veterans Boulevard <br />Residential l Devel pment Project and to consider the application for a Planned <br />Development Permit for said Project PD2 11 -2 and to receive public comments; <br />NOW THEREFORE, BE IT RESOLVED LED B THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD D CITY, AS FOLLOWS: <br />1. The above recitals are true and correct and together with the Staff Report <br />and the application materials, including without limitation the IS MND, the Planned <br />Development Permit application, and all other documents, reports, studies, memoranda, <br />maps, oral and written testimony, and materials in the City's file for the application and <br />the Project, and all adopted City planning documents relating to the Project and the <br />property including the City's General Plan, Zoning Ordinance, and other applicable City <br />lavers and regulations, and all associated approved and certified environmental <br />documents, have together served as an adequate and appropriate evidentiary basis for <br />the findings and actions set forth in this Resolution. <br />2. The City of Redwood City is the lead agency under California <br />Environmental Quality Act (CE QA) for preparing the MS MND, and is the entity with final <br />decision - marking authority with regard to ap proval of the 640 Veterans Boulevard <br />Residential Project. <br />3. The Planning Commission has reviewed and considered the information <br />contained in the ISMND prior to voting on the proposed 640 Veterans Boulevard <br />Residential Project. <br />4. The Planning Commission certifies that the ISMND for the Project was <br />presented to the Planning Commission, that the IS/ ND was prepared, published, <br />circulated, reviewed and completed in full compliance with State lair and CE QA <br />Guidelines, that there was adequate public review of the IS 1ND, that it has considered <br />all comments on the IS/MND, that the IS MND adequately discusses all significant <br />environmental issues, and that the IS MND reflects the independent judgment and <br />analysis of the Planning Commission. <br />5. Illi , tin Monitoring and F p rtn Pro-gram The Mitigation and <br />Monitoring and Reporting Program (the "MMRP" ) for the 640 Veterans Boulevard <br />Residential Development (Exhibit 1 to Resolution lution N . 12-04 Approving PD2011- 2 ) is <br />hereby adopted and will be incorporated into the Conditions of Approval being <br />considered for the Planned Development Permit for the project The MMl P identifies <br />impacts of the Project, corresponding mitigation measures, designation of responsibility <br />for mitigation implementation and the agency responsible for the monitoring action.
