6.1.A. - Page 2 <br /> Consequently, the Sheriff's Office approached City staff about leasing the portion of the <br /> Cemex site not planned for occupancy by BIAC. The proposed License Agreement is <br /> attached to this report. The Sheriff's Office and its consultants and contractors propose <br /> to use the City's property for storage and staging purposes, including vehicle parking <br /> and storage of building supplies, ducts, piping, fittings, bulldozer, loader, scrapers, <br /> compaction equipment, backhoes, and excavators for the three years of the planned <br /> project. For such use, the Sheriff's Office anticipates installing temporary and non- <br /> permanently attached job site trailers, storage containers, portable restroom facilities, <br /> other miscellaneous portable structures. The License Agreement also authorizes the <br /> City Manager to extend the term of the Agreement for up to an additional three years, <br /> should the need arise. The Sheriff's Office requested that the fee for this use be $1.00 <br /> per year; this is the amount recommended by staff and included in the License <br /> Agreement. <br /> The use of the City's property for the proposed use benefits the public in a number of <br /> ways. First, it expedites the construction of the County's new jail facility, thereby saving <br /> public funds and enabling a better public facility to be built. Second, the positive use of <br /> the City's property for the next three years helps activate the City's waterfront and could <br /> provide additional incentive for the cleanup and development of the Docktown area by <br /> exposing a greater population to recreational and development opportunities along the <br /> Bay. Third, through the License Agreement the City is also granted participation in the <br /> design development of the Jail Project so as to assure the project interfaces and <br /> integrates into the City's vision of development for the greater pocktown Area. <br /> ALTERNATIVES <br /> The City Council could choose to not allow San Mateo County use of the property. <br /> FISCAL IMPACT <br /> There is no fiscal impact to the City with this License Agreement. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, the City of Redwood City has determined that the License <br /> Agreement meets the California Environmental Quality Act (CEQA) exemption criteria <br /> as set forth in Section 15303, ("New Construction of Small Structures"), as the <br /> Agreement contemplates the installation and storage of limited numbers of small <br /> structures and facilities, and placement of small equipment. <br />
