6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 9, 2012 <br /> SUBJECT <br /> Resolution Approving and Authorizing Amendment to Agreement with Caltrans for <br /> Maintenance of State Highways within the City of Redwood City <br /> RECOMMENDATION <br /> Adopt Resolution Approving and Authorizing Amendment Number 1 To Agreement with <br /> Caltrans for Maintenance of State Highways Within the City of Redwood City. <br /> BACKGROUND <br /> At the City's request Caltrans proposed this amendment to the Agreement with Caltrans <br /> for maintenance to incorporate an additional 1.20 mile segment of State Highway 84 <br /> (Woodside Road) into the existing Aqreement for Maintenance of State Hiqhways in the <br /> City of Redwood City. The original Agreement addresses both State Highway 84 <br /> (Woodside Road) and State Highway 82 (EI Camino Real). This amendment only <br /> revises the portion of the Agreement pertaining to Woodside Road. Currently, the City <br /> maintains certain roadway maintenance functions along Woodside Road from the <br /> westernmost city limits, Alameda de Las Pulgas to Cypress Street, excluding <br /> unincorporated areas under the jurisdiction of San Mateo County. The total miles of <br /> Woodside Road included in the existing Agreement is approximately 1.7 miles or 6.8 <br /> curbed miles (Note: curbed miles are defined as outside roadway curb and gutter, and <br /> inside curb at the medians). A description of the maintenance responsibilities assumed <br /> by the City is provided in Attachment 2 to the Staff report and is labeled Definition of <br /> Caltrans Maintenance Categories. The language in Attachment 2 is taken from <br /> Provision VII of original Maintenance Agreement between the State and the City (see <br /> Attachment 3). <br /> The Amendment will extend the City's maintenance services an additional 4.8 curbed <br /> miles, incorporating the stretch of Woodside Road from Cypress Street to the west-side <br /> of the intersection of Broadway Street and Woodside Road. The total roadway miles for <br /> Woodside Road increases to 2.9 miles or 11.6 curbed miles. Further, under the terms <br /> of the Amendment, the City is assuming all landscaping responsibility including the <br /> interchanges at Woodside Road and EI Camino Real. <br /> ANALYSIS <br /> Based on discussions with Caltrans staff, the reimbursement amount from Caltrans is <br /> equal to the State's annual budgeted amount for maintenance of State Highways. <br /> Several adjustments to the original agreement resulted from this Amendment.
