6.3.A. - Page 2 <br /> reimbursement amount for the roadway segments identified under the original <br /> Agreement increased, and a reimbursement allocation of $19,000 for landscape <br /> maintenance was added for the newest segment of Woodside Road, although Caltrans <br /> traditionally does not include the cost of landscaping as reimbursable. <br /> Exhibit A to Amendment No. 1 to the Agreement shows the breakdown of the <br /> reimbursement amount allocated for each State route and mile segment. The <br /> amendment specifically incorporates reimbursement for landscape maintenance for the <br /> extended roadway segment of Woodside Road. <br /> The total annual reimbursement allocation from Caltrans to the City is $70,200 for all <br /> maintenance for Woodside Road and EI Camino Real. The State enters into these <br /> agreements along State Routes with the understanding that local agencies desire to <br /> maintain State routes through their jurisdictions to local standards, which is more than <br /> the State budgets for this activity. It should be noted that there is provision in the <br /> original Agreement as also shown on Attachment 2 that requires Caltrans to produce a <br /> "new" Exhibit A each ensuing fiscal year to ensure an equitable annual cost allocation of <br /> funds to the City. <br /> ALTERNATIVES <br /> The other viable alternative is to forego amending the existing Agreement and allow the <br /> State to continue maintaining this section of Woodside Road. However, the State has <br /> not provided regular maintenance services to acceptable standard to ensure proper <br /> weed abatement and cleanliness in this segment of Woodside Road. <br /> FISCAL IMPACT <br /> The City will receive reimbursement from the State in the amount of $70,200, which is <br /> less than the estimated costs for maintaining Woodside Road in an appearance <br /> acceptable to the City. The cost to the City for maintenance of Woodside Road is <br /> estimated to be approximately $118,317 annually. However, with the City's plans for <br /> redesign to low-cost, low-maintenance, attractive landscaping alternatives, the cost <br /> could be reduced significantly. <br /> ENVIRONMENTAL REVIEW <br /> The maintenance of an existing highway contemplated by this agreement is <br /> categorically exempt from environmental review pursuant to Section 15301(c) of the <br /> CEQA Guidelines. The exemption for existing facilities includes maintenance of <br /> highways, streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. <br /> Further, the California Department of Transportation is the lead agency for this work <br /> within the meaning of CEQA Guidelines section 15367 because it has the principal <br /> responsibility for carrying out maintenance of state highways. The effect of this <br /> delegated maintenance agreement is only for the City to assume responsibility for a <br /> portion of State Highway 84 that falls within the City boundaries. <br />
