B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 9, 2012 <br /> SUBJECT <br /> Ownership, Operations, and Maintenance Agreement for the San Mateo County Smart <br /> Corridors <br /> RECOMMENDATION <br /> Approve, and authorize the City Manager to execute, by Resolution, an Ownership, <br /> Operations, and Maintenance Agreement between the City/County Association of <br /> Governments, the County of San Mateo, and the City of Redwood City for the San <br /> Mateo Smart Corridors project. <br /> BACKGROUND <br /> The San Mateo County Smart Corridors Project is a cooperative effort by the San Mateo <br /> City/County Association of Governments (C/CAG), San Mateo County Transportation <br /> Authority (SMCTA), California State Department of Transportation (Caltrans), County of <br /> San Mateo, and Cities of Redwood City, Belmont, Burlingame, Millbrae, San Bruno, San <br /> Carlos, and San Mateo. The purpose of this project is to implement a centralized <br /> computer controlled, traffic management program to provide transportation agencies the <br /> ability to divert and guide traffic through alternate routes in the event of a major incident <br /> on U.S. Highway 101 within San Mateo County. <br /> The purpose of this agreement is to outline and define the roles, responsibilities, terms, <br /> and conditions for the ownership, operation, and maintenance of equipment and <br /> components that will be implemented as part of the proposed San Mateo County Smart <br /> Corridors Project. <br /> ANALYSIS <br /> In 2006, an Incident Management Committee was established to strategize and <br /> evaluate programs to manage traffic during incidents in San Mateo County. The <br /> program focused on increasing the coordination between Caltrans, the California <br /> Highway Patrol, local agency public safety, and local agency public works staff during <br /> freeway incidents. The San Mateo County Incident Management - Alternative Route <br /> Plan identifies arterial streets to serve the diverted traffic to minimize the impact on the <br /> local street network. The San Mateo County Smart Corridors Project builds upon the <br /> Incident Management - Alternative Route Plan, which is available for review at the office <br /> of the City Engineer. Attachment 2 shows the alternative routes and approximate <br /> locations of proposed devices. <br /> The San Mateo County Smart Corridors Project will implement traffic management <br /> strategies by employing Intelligent Transportation System (ITS) elements, such as <br />
