8.A. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
April 23, 2012
SUBJECT
A comprehensive inventory of city-owned parcels and the evaluation of land disposition
under the 2010 General Plan, the revised Downtown Precise Plan, and the current real-
estate market
RECOMMENDATION
1. Accept Staff Report.
2. Provide direction to staff on procedures for land disposition.
BACKGROUND
On February 27, 2012 the City Council held a study session to discuss city-owned
property. The facilitator-led discussion provided a process for the City Council to
evaluate the disposition of city land. Council also began to clarify the parameters that
support the possible development of city land and identified that the subsequent step
was to compile a comprehensive list and a map of city-owned property.
The goal of the comprehensive list of real property held by the City is to place these
holdings in the context of effectively implementing the goals of the General Plan.
ANALYSIS
There are 20,966 parcels within the city limits of which 247 are owned by the City of
Redwood City. These parcels total nearly 625 acres. The majority of city-owned parcels
are within the city limits and several are bodies of water, most typically lagoons.
Land Registry and the City Owned Property Inventory
To identify city-owned parcels, staff searched the county assessor land registry records.
We found that there are many combinations of owner names and addresses that
represent properties owned by the City of Redwood City. Each parcel was identified and
mapped by assessor parcel number (APN) because several properties (vacant parcels
in particular) did not list a specific address. Several properties in the inventory are listed
by street name only. The City Owned Property Inventory binder is available at the City
Clerk's office.
