8.A. - Page 2 Current Use of the Property To catalogue city-owned property, the 247 parcels were assigned a current use or uses (use types not related to land use zoning). In addition to County assessor and geographic data (i.e. lot size, underground infrastructure systems, zoning), aerials of each parcel were studied to evaluate the land. Buildings and parking lots, creeks and culverts, water bodies, paths and trails, and vacant areas among others were identified to understand the function of the parcel individually and its possible relationship(s) to systems such as open space, streets, and improvement areas. During the evaluation, it became evident that the assumed property boundaries were not accurate; the legal parcel boundaries did not match the physical delineations such as buildings, fence lines, and perceived lot edges. For example, the Main Library building straddles two parcels, and each parcel has multiple uses. The northern parcel is a parking lot, a roadway, and a pedestrian walkway. The southern parcel is a city park, a culvert, and a parking lot. In order to sell or lease certain property, lot mergers, subdivisions, and/or lot line adjustments may be required. Eight use types were designated: City Facility, City Utility, Park, Road, Vacant, Parking, Remnant, and Other. ■ "City Facility" includes libraries, fire stations, police stations, city hall, city yard, and community centers. There are fifteen parcels under this category, five that are utilized for multiple uses. In the case of Fire Station #11, the city facility shares the parcel with Andrew Spinas Park. ■ "City Utility" encompasses structures, pipes, waterways and water bodies associated with sewer, potable water, and stormwater system. There are ninety- seven parcels that fall into this category, nineteen of which have multiple uses. ■ "Park" captures all the different classifications of parks through the city, including passive open spaces such as the Lido Assessment District trails. There are fifty- seven parcels that are utilized for this purpose and eleven of those are also occupied for multiple uses. ■"Road" includes streets and sidewalks. There are fifteen parcels that fall into this use type. ■ There are fifteen parcels that are categorized as "Vacant." ■ "Parking" includes all of the properties that are currently used for parking cars and boats. There are twelve parcels that fall into this use type.
