8.A. - Page 5
an RFP be issued for this property, as with the Bradford properties. Any development of
this property is not eligible for CDBG or HOME funds. As with the Bradford properties,
this property was purchased with affordable housing monies and as part of the sale to
the City those affordable housing restrictions apply.
The Perry Street Lot is a single lot located in the downtown between Perry Street and
Commercial Way (see Attachment 6- Perry Street Lot Map). It currently serves the
purpose of a surface parking lot for the west end of Broadway. Staff recommends that
an RFP for development also be released for this property.
The Jefferson Avenue Underpass Site Area is comprised of two adjacent parcels on the
south side of Jefferson Avenue between the railroad tracks and Franklin Street (see
Attachment 2- Downtown Sites Area Map). The Transportation Authority (TA)
contributed $5.5 million to the construction of the Jefferson Underpass including 50% of
funds to buy the two parcels now owned by the City. Because of the funding sources
and potential restrictions, disposition of these parcels may not be as simple as originally
considered when staff last presented to the City Council. Staff has advised the
adjoining business owner that there may be complications.
At the Inner Harbor there are two parcels located on Maple Street that staff believes are
appropriate for development within the broader context of an Inner Harbor development
(see Attachment 7- Maple Street/Harbor Area Map). As with the Bradford properties,
this property was purchased with affordable housing monies and as part of the sale to
the City affordable housing restrictions apply. Staff plans a study session on Inner
Harbor tentatively for June 25, 2012.
ALTERNATIVES
Council may choose to not approve the recommendations.
FISCAL IMPACT
The recommendation to accept the report and the comprehensive inventory of city-
owned parcels does not have a fiscal impact.
ENVIRONMENTAL REVIEW
This report is informational only and no CEQA measures are required.

 °
CLAUDIA OLALLA, ASLA
SENIOR LANDSCAPE DESIGNER
