Staff anticipates that resolving these parcels should be straight-forward and fairly <br /> uncomplicated. Staff is continuing to evaluate the use of these properties, in case they <br /> function as drainage ditches or access areas. In those cases, the City would retain the <br /> parcels. <br /> In the Complex Site category, there are a number of sellable or leasable properties that <br /> most likely require complex transactions and title analyses. In the majority of cases, if a <br /> development project were identified, staff would prepare an analysis of the steps <br /> necessary to create a developable parcel. The Main Library is a good example of a <br /> complex site (see Attachment 2- Downtown Sites Area Map). <br /> Lastly, under the current vision and market, several properties were identified as <br /> development sites. In this category, most parcels are vacant and the property is <br /> considered marketable because of its development potential. There are over 30 parcels <br /> in this group (see Attachment 3- Development Sites List). Examples for consideration <br /> include: <br /> ■ Bradford Street Site Area <br /> ■ Heller Street Site <br /> ■ Perry Street Lot <br /> ■ Jefferson Avenue Underpass Site Area <br /> ■ Maple Street/Harbor Area <br /> The Bradford Street (see Attachment 4- Bradford Street Site Area Map) development <br /> area is comprised of a cluster of adjacent parcels located in the downtown. This <br /> property was acquired initially for a senior housing and day care project. That remains <br /> a viable option, though staff has also been approached with other development <br /> concepts. We recommend that an RFP be issued for development proposals, which will <br /> then be brought to the Council for final determination as to the appropriate project. The <br /> Bradford Sites were purchased in part by the Redevelopment Agency with affordable <br /> housing monies and as part of the sale to the City affordable housing restrictions apply. <br /> The original concept envisioned for this property was senior housing and childcare. The <br /> specifics for development could be identified in the RFP. <br /> The Heller Street Site is a single lot near the Jardin de Ninos Park in the Middlefield <br /> neighborhood (see Attachment 5- Heller Street Site Map). The property was purchased <br /> by the Redevelopment Agency in 2007 to remove blight with the intention of replacing it <br /> with new affordable housing. The existing building was demolished shortly after the site <br /> acquisition. Current zoning permits a maximum of two (2) units. Staff recommends that <br />
