Council consensus was to maintain the current budget approach and use reserves for the RDA staffing expenditures for the current year. Council directed the City Manager to pursue contingency options to address possible "unknowns" and continue pursuing options for fiscal sustainability. Once it is known the amount of property tax the City general fund will receive after dissolution of the RDA, staff will return to the Council with a recommendation on how to use these funds and which former RDA activities to eliminate or seek alternative funding for. Council also approved the proposed budget session dates. MINUTE ORDER 12-026 B. MINUTE ORDER 12-027 Dr. Bell presented the report and commented that staff is ready to share any additional information Council may need. One Council Member asked if there was a phased-in period planned? This Council Member would like to have a conversation to take place between others. Mr. Smith, Public Information Manager, introduced Dean Peterson, Director of San Mateo County Environmental Health, who said that this will depend on the plan approved by each jurisdiction. So if the City desired, it could be a phased-in approach. He said the County's approach is to have consultative meetings with the businesses at least once or twice and not go directly into enforcement. One Council Member would like Redwood City to have a conversation with other jurisdictions and see what lessons have been learned. Public Comment: Allison Chan said she is representing Save the Bay, with hundreds of inembers in Redwood City and the Bay Area, to urge moving forward on this item. She shared information about what other jurisdictions have done. She opined that many are in favor of this item because there is currently no meaningful recycling of these products, they are bad for the environment, and the best way to prevent pollution is to stop it at the source. One Council Member supports moving forward as soon as possible and supports the County's ordinance. Another Council Member supported the same action but she strongly encouraged a strong outreach to all stakeholders on this topic. This Council Member is ready to support this action but would like businesses to be aware and informed that this is coming. Vice Mayor Gee would like to look at best practices, lessons learned, and a robust outreach plan prior to implementation plan.
