B. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er April 23, 2012 SUBJECT General services agreement for closed-circuit television cleaning and inspection of selected sanitary sewer mains RECOMMENDATION Approve, by motion, the standard form general services agreement with Advanced Sewer Technologies of Los Angeles, CA to provide closed circuit television ("CCTV") inspection services of sanitary sewer pipelines for an amount not to exceed $81,016.64 and authorize the City Manager to increase the contract amount up to 10% if necessary. BACKGROUND The city annually replaces or upgrades aging and deficient sections of the sanitary sewer collection system. In preparation for this annual replacement/rehabilitation project, CCTV inspections are conducted to evaluate the condition of the pipeline. Knowing the actual condition of the pipeline allows staff to choose the most cost effective repair method. The city has a total of 192 miles of sewer pipelines in its service area, which is divided into eighteen sewer basins. Since the CCTV program started in 2007, the city has completed CCTV inspections of seven (7) basins, totaling approximately 306,745 lineal feet or 58 miles. Critical sewer pipeline segments with significant defects such as cracks, offset joints, and root intrusions were replaced to reduce the potential of sanitary sewer overflows. The overall goal is to conduct CCTV inspections of all sewer pipelines in the collection system by 2019. ANALYSIS City's staff submitted Request for Proposal (RFP) to two qualified firms that use WinCAN CCTV software. The City received one proposal for the project. After reviewing the proposal from Advanced Sewer Technologies and evaluating the firm's qualifications, references and experience, staff has selected Advanced Sewer Technologies to perform this year's CCTV inspection in the three areas identified below. Advanced Sewer Technologies satisfactorily performed similar services for various city agencies throughout California. Advanced Sewer Technologies uses "WinCAN", a specific CCTV software that the city possesses. 1. Sanitary Sewer Basin No. 4— approximately bordered by Hopkins Avenue, Brewster Avenue, EI Camino Real, Stanley Street, Nevada Street and Harding Avenue. 2. Sanitary Sewer Basin No. 5C — approximately bordered by Harrison Avenue, EI Camino Real, Vera Avenue and Hudson Street.
