C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 23, 2012 <br /> SUBJECT <br /> Professional services agreement for engineering design services for the Pump Station <br /> No. 10 Improvements Project <br /> RECOMMENDATION <br /> Approve, by motion, an agreement with TJCAA, Inc. of Oakland to provide engineering <br /> design services for the Pump Station No. 10 Improvements Project in an amount not to <br /> exceed $69,120 and authorize the City Manager to increase the contract amount up to <br /> 10% if necessary. <br /> BACKGROUND <br /> Sanitary Sewer Pump Station No. 10 ("PS 10") is located near the intersection of Davit <br /> Lane and Shell Parkway, in Redwood Shores. It was reconstructed in 1994 to replace <br /> the existing pump station constructed in 1969. The 1994 design incorporated features <br /> that were industry standard at that time including conventional variable speed drive and <br /> submersible pumps. The pump station is also equipped with a Supervisory Control and <br /> Data Acquisition system (SCADA), which provides remote operation and records of <br /> operating data including wet well level, instantaneous flow rate, pump run status, high <br /> and low wet well alarms, and a security alarm. PS 10 receives wastewater flow from <br /> sixteen other pump stations and then pumps those flows directly to South Bayside <br /> System Authority (SBSA) wastewater treatment plant. Functionality of PS 10 and its <br /> associated force main are critical to the overall operation of city's wastewater collection <br /> system in Redwood Shores, as PS 10 conveys more than half of the system's <br /> wastewater flow. <br /> ANALYSIS <br /> On August 25, 2010, a sewer spill occurred from the force main for PS 10. An <br /> independent consulting firm, Larson Consulting, performed the analysis of the force <br /> main failure and recommended repair or replacement of PS 10's variable frequency <br /> drives. Subsequent to the analysis, a Request for Proposal (RFP) was issued in <br /> November 2010, and staff selected electrical engineering firm DLT&V to fully investigate <br /> PS 10's electrical, instrumentation and control systems and received the results of that <br /> investigation in November of 2011. <br /> With the result of the investigation, another RFP was issued for the design of the <br /> electrical improvements to ensure the future reliability of PS 10. TJCAA was one of <br /> three consulting firms (Kennedy/Jenks Consultants, TJCAA and DeItaSE) that <br />
