6.1.C. - Page 2 <br /> responded to the RFP. Staff interviewed the three responding firms and based on the <br /> interviews determined that TJCAA was most qualified. Subsequent to that <br /> determination, staff negotiated the attached agreement with TJCAA. The selection was <br /> based on review of the proposals to determine the most qualified firm with the <br /> specialized experience to perform the work. Because this is a consultant selection and <br /> not a construction bid situation, cost is not the sole issue, but rather competency and <br /> suitability for the project can be used for the selection of a consultant. This practice is <br /> consistent with State law and historic Redwood City practices. Staff recommends <br /> retaining TJCAA, Inc. to design the electrical improvements. <br /> ALTERNATIVES <br /> Council may choose not to approve the agreement with TJCAA, Inc. and direct staff to <br /> find alternate means of completing the work, or modify the scope of work and/or select <br /> another consultant. <br /> FISCAL IMPACT <br /> Funds for the design of the improvements have been appropriated in Sewer Fund <br /> Capital Projects -- Pump Station No. 10 Improvements Project, which has a balance of <br /> $600,000, as of February 29, 2012. <br /> ENVIRONMENTAL REVIEW <br /> The engineering design and study proposed in this report do not constitute a project as <br /> defined by the California Environmental Quality Act.
