DES:dft /21/95 (046/38) <br /> <br /> the installation and maintenance of the final fill <br /> cover, impervious barriers, and drainage <br /> facilities, and, therefore, the effect of said <br /> leacheate, while significant, shall be mitigated <br /> to an acceptable level. The integrity of such <br /> mitigation shall be provided through monitoring <br /> programs supervised by regulatory agencies having <br /> jurisdiction over such matters. <br /> <br /> i. The aforementioned traffic effects, and the <br /> effects of generation of methane gas and <br /> leacheate, and any other remaining unavoidable <br /> significant effects on the environment not <br /> expressly hereinabove, or in the 1988 FEIR or the <br /> FSEIR, addressed as having been reduced to an <br /> acceptable level shall be, and hereby are, found <br /> <br /> acceptable by reason of the overriding <br /> considerations hereinafter described. <br /> <br /> 2. This Council has balanced the benefits of the proposed <br />Project against the above-described unavoidable environmental <br />risks in determining whether to approve the 1994 Specific Plan <br />and hereby finds that the following overriding considerations <br />require approval of the 1994 Specific Plan, notwithstanding the <br />occurrence of the aforesaid significant effects which cannot <br />reasonably be mitigated: <br /> <br /> a.
