DES :dft /21/95 (046/38) <br /> <br /> from traffic and the location of the Project on <br /> the Property which, by reason of its former uses <br /> generates methane gas and leacheate within <br /> portions thereof as described in the above <br /> findings. Construction of the Project <br /> will stimulate the local economy and create <br /> construction jobs. The completed Project will <br /> strengthen both the local and regional economic <br /> base, and stimulate the local and regional economy <br /> through the creation of new businesses and <br /> employment opportunities. Such economic support <br /> is necessary to meet present and future population <br /> demands locally and regionally. Upon completion, <br /> the Project will create approximately 4,000 new <br /> jobs, generate increased property tax revenues and <br /> substantial sales tax revenues to the City of <br /> Redwood City. <br /> <br />b. The 1994 Specific Plan and the 1995 Development <br /> Agreement will ensure that the Project is developed in <br /> a well-planned manner, will not be a fiscal burden to <br /> the City or GID 1-64, and will create a positive image <br /> of the City for the attraction of planned development. <br /> <br />c. Approval of the Specific Plan will provide a reasonable <br /> balance between the exercise of private property rights <br /> by Westport and the interests of the public in <br /> mitigating the effect upon the environment of the <br /> exercise of such rights. <br /> <br /> 13 <br /> <br /> <br />
