40. Basements, habitable attics, and every sleeping room shail hava at least one operable emergency escape and rescue opening. Where emergency escape and rescue openings are provided they shall have a sil! height of not rnore than 44 inches above the floor. Ali escape and rescue openings shall have a minimum net clear opening of 5.7 square feet. The minimum net clear opening height shall be 24 inches. The minimum net clear opening width dimension shall be 20 inches. {IRC R310) 41. A!i branch circuits that supply 120-volt, single phase, 15- and 20- ampere outlets installed in family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sunrooms, recreation rooms, closets, hallways, and similar rooms or areas shall be protected by a combination type arc-fault circuit interrupter installed to provide protection of the branch circuit. (IRG E3902.11) 42. New and existing buildings shall have appraved address numbers, building numbers or approved building identification placed in a position fhat is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numerals or alphabet fetters. Numbers shall be a minimum of 4 inches high with a minimum strake of 0.5 inch. Where access is by mearrs of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. (iFC 505.1) In addition to approved address nurnbers placed on the buildings, a monument sign with the approved street addresses shall be placed at the private roadway entrance on Valota Road. 43. Applicant shall comply with all City, State and Federaf regulations, applicable #o the Praject. 44. Where a Planned Development (PD) Permit has not been used within one (1) yea� from the date of granting, either by beginning of construcfian of the improvements or by the initiation of the activity which is the subject of the PD Permit, said Permit shall automatically terminate and be of no further effect. 45. Pursuant to Section 66474.9(b) of the California Government Code, Applicant shali defend, indemnify, and hold harmless the C�ty, its agents, officers, and employees from any claim, action, or proceeding against the City or its agents, officers or empioyees, to attack, set aside, vaid, or annul an approval of the City, including but not limited to the Planning Comrnission, and the City's and Planning Commission's agents, officers or employees, concerning this subdivision, brought within the time period pravided for in Section 66499.37. The City shall promptly notify Applicant af any such claim, action or proceeding and shal! cooperate fully in the defense. 46.
