Records will also be kept which describes the good faith effort taken by the City and the <br />Agency to affim~atively market the homebuyer assistance program. Affirmative Marketing <br />records will be maintained and used to assess the results of these actions listed in this policy <br />document. <br /> <br /> 2. Assessment and Evaluation of Marketing Plan <br /> <br /> The City's assessment of these good faith efforts will consider the extent to which: <br /> <br /> a. Contractor's efforts has attracted local low income residents for available <br /> employment opportunities and homebuyer opportunity. <br /> <br /> b. A significant percentage of contracts are granted to minority and women's <br /> businesses and program participants reflect the ethnic make up of the City. <br /> <br /> c. Owners and contractors have documented their outreach efforts. <br /> <br /> Where noncompliance of any of these.provisions is found, the City and Agency will <br /> require re-evaluation of this affirmative marketing strategy and may withhold funds <br /> until such time as a satisfactorY result has been achieved. The City shall require <br /> compliance with the conditions of its affi~lnative marketing requirements and <br /> procedures adopted in the nondiscrimination policy by means of an agreement with <br /> the marketing entity. <br /> <br /> Such efforts shall include the following elements appropriate to the HOME activity <br /> being funded: <br /> <br /> a. Establishing local dollar targets based on factors the City regards as <br /> appropriate and related to the purpose of the First Time Home Buyer <br /> Program (i.e., Grant amounts will not exceed a maximum percentage of the <br /> amount of the first mortgage). <br /> <br /> b. Conducting spedal outreach to ensure representative partidpation in home <br /> ownership opportunities by minority groups making up the City's total <br /> pol~flation and using the service and assistance of local community groups <br /> and organizations to announce the availability of the First Time <br /> HomeBuyer Financial Assistance Program. <br /> <br /> c. Not imposing requirements in the priority selection and eligibility criteria <br /> so as to cause preferential treatment to be given to households other than <br /> those the HOME program is designed to serve. <br /> <br /> <br />
