She believes it is valuable to quantify some of those assets. <br /> Another Council Member would prefer not to rush into anything. The maker of the <br /> motion withdrew the motion to take some time to consider the matter and have a <br /> conversation. <br /> M/S Pierce/Bain to postpone the placement of the art piece and place BOB in a local <br /> gallery and make the Peninsula Gallery responsible for it. <br /> Motion carried unanimously by electronic vote. MINUTE ORDER 12-053 <br /> 9. STUDY SESSION(S) <br /> A. Study session to discuss City-owned property <br /> Recommendation: <br /> Provide direction to staff for disposition of City-owned property. <br /> Dr. Bell said that staff is looking for some parameters around city-owned property. He is <br /> looking for the larger discussion about Council's direction. Mr. Ekern introduced Kip <br /> Harkness who facilitated the discussion. Mr. Ekern explained that the goal is to frame <br /> the disposition of city-owned property. Mr. Ekern has received numerous phone calls <br /> by developers on this topic. He noted that the latest Charter amendment was very <br /> useful but more direction is needed. His request was that Council provide clarity on <br /> how to prioritize pieces of property and he provided an extensive list of the variety of <br /> properties owned by the city. He provided handouts and gave examples of certain <br /> properties the City owns (presentation on file). <br /> Mr. Harkness introduced himself and conducted the discussion to extract Council's <br /> consensus and direction. He posed certain questions and asked Council to rate items. <br /> He outlined the main criteria that he needed clarification on. He noted this was not a <br /> night when Council would be providing direction. One Council Member focused on <br /> flexibility and the fact that some buildings are "sacred" like City Hall, parks and libraries. <br /> Another Council Member focused on flexibility as well and a process that allows to <br /> move fast and swiftly when the interest is there to do so. This Council Member is <br /> looking for the highest and best use for our current facilities like public works. Another <br /> Council Member did not want to take status quo for what it is but preferred a long- term <br /> view. Another Council Member would consider sales of properties for the benefit of <br /> achieving a maximum objective. This Council Member would like this to be like a chess <br /> game to maximize what the goals and objectives are. One Council Member wants to <br /> ascertain the long-term vision to benefit the greater good or to match a Master Plan. <br /> She would like nimble and entrepreneurial approaches. This Council Member <br /> complimented the facilitator and that he was the best facilitator in nine years that she <br /> has worked with in these chambers. <br /> Vice Mayor Gee's main focus is "strategy to facilitate building the city that Council <br /> envisions", and re-evaluate current public uses and location, so that these are metrics to <br /> facilitate change.
