She is looking for interesting ways of solving <br /> communities problems with creativity and dialogue. The best use may not be the <br /> highest best use for Redwood City. <br /> One Council Member explained the beauty of the Charter amendment which allows <br /> Council to make decisions which are not based on highest bidder to instead look for the <br /> best interest for Redwood City. Two other Council Members confirmed the goal is to <br /> focus on what is the best possible use for Redwood City. <br /> City Attorney Thompson interjected on the process of the interpretation of the guidance <br /> and policies. The facilitator explained that his goal is to get to the Council's vision and <br /> not be very mechanistic. Mayor Aguirre noted that her guiding document is the Master <br /> Plan. Mayor Aguirre commented that she would like to have public comment soon. <br /> Mr. Harkness noted that he would like to go back and look at the guiding principles and <br /> revamp them with the input from the Council tonight. One Council Member made a <br /> comment that the vision for this discussion might include other agencies like the School <br /> District. <br /> Public Comment: <br /> Kirk McKinney commercial real estate broker with California Partners and representing <br /> Juanita Casilla of Oven Fresh Bakery, expressed Interest in the Jefferson property. He <br /> and his client want to understand how Council may consider this type of property, and <br /> he explained that his client's business currently sits low, is landlocked, and she is <br /> interested in acquiring the land to expand her business. <br /> Carole Wong spoke about the General Plan, opined that it is good to create the tiers to <br /> define which properties are sacrosanct or not to take off the list of city properties. She <br /> encouraged caution in determining which ones to hold no matter what, fitting each into <br /> the vision and determining what is the best use for the public benefit, and how they may <br /> be subject to different definitions depending on use. She also questioned what happens <br /> when a guiding principle that conflicts with itself, such as more park space versus an <br /> elementary school. <br /> James Jonas commented that in terms of the General Plan, he likes to think about <br /> consensus because the public voted for it and they trust Council and staff to look for <br /> ways to support it. He asked that the public be given a map with the list of properties to <br /> make it more understandable. He thought "bucketing things" is a good idea because <br /> things do not yet need to be defined right now. There can be back and forth <br /> communication with an engaged community. <br /> Marc Molten, representing the Housing Leadership Council of San Mateo County, said <br /> he has files that include 707 Bradford, is excited to hear this address mentioned, and <br /> there is a need for more senior housing and day care on that site. <br /> One Council Member wanted to focus on the low hanging fruit and strengthen what is <br /> already here.
