Feasibility Analysis - City Council "A" List Priorities for Fiscal Years 2002/03/04 <br /> <br /> initiative in Sacramento. Redwood City Council Member Ruskin has <br /> been elected chair of the Committee for Regional Water Reliability. <br /> <br />· Potential obstacles There are now three separate bills introduced into the state legislature, <br /> with the possibility of more. Obstacles are all political and the core <br /> issues are tied to control and governance of the regional water system. <br /> <br />· Nexus Two of the four possible ways for Redwood City to acquire additional <br /> water supply rely on the regional system for delivery: Wheeling water <br /> through the Hetch Hetchy system purchased in other regions of the <br /> state, and transfers of water allocations from other BAWUA agencies. <br /> <br />· Estimated initial cost None. <br /> <br />· Ongoing costs Annual BAWUA membership assessments (allocated on the basis of <br /> thereafter amount of water purchased from the SFPUC) are $70,500 for FY <br /> 2001/02, or 1.4% of the cost' of wholesale water ($4.96 million). <br /> Depending on the outcome of the legislative process now under way, <br /> assessments could rise and/or new one-time costs allocated to BAWUA <br /> agencies could be levied to implement outcomes. No estimates have <br /> been developed to date. <br /> <br />· Staffing/resource No changes anticipated at this time. <br /> needs <br /> <br />· Options/alternatives Not known - dependent on outcomes in Sacramento. <br /> <br />Priority #4: Additional fundin,q for extended use of new school ,qyms, libraries and media centers <br /> <br />· Assumptions Redwood City School District is ready and willing to have its facilities <br /> used by the public, but do not have the financial wherewithal to make <br /> this happen on their own. The community paid for these facilities with <br /> the passage of the bond act and they should be assets to the <br /> neighborhoods when not being used by the school. <br /> <br />· Potential obstacles Issues that go along with any shared use of a facility include: Which <br /> organization does the scheduling, what type of organizations get priority, <br /> are there fees charged, who does the clean up and who is responsible <br /> for damages etc. <br /> Our ability to find people willing and able to work at these sites. <br /> Level and type of use expected. Costs would go up or down with the <br /> type of usage. <br /> <br />· Nexus Current State/Federal funded after-school programs use the gyms or <br /> multipurpose rooms at Taft, Hoover, Fair Oaks, Selby Lane, Hawes, and <br /> McKinley from 2 to approximately 6 p.m. We have also attempted some <br /> evening family programming in the schools listed above under these <br /> grants. In addition, we have some experience scheduling both the <br /> organized youth and adult play on school district as well as City sports <br /> fields. <br /> Chris Beth is now working on a committee with the School District to set <br /> up policies and procedures for the approval process and coordination of <br /> <br /> 3of 10 <br /> <br /> <br />
