EXHIBIT A
SCOPE OF WORK. DEADLINE AND PAYMENT TERMS
PROJECT DESCRIPTION:
Closed circuit television (CCT inspection and cleaning for that purpose, of selected pipelines in sanitary
sewer basins 4, 5C, and 9.
SCOPE OF WORK:
Cleaning
CONTRACTOR shall use a jet/vacuum combination unit for cleaning all sewer lines. The combination unit
shall operate at 80 gallons per minute at a pressure of 2,500 psi, and be equipped with approximately 800
linear feet of hose. CONTRACTOR'S operating technicians shall have a minimum of 3 years of
experience cleaning with this piece of equipment. CONTRACTOR shall procure water meter(s) from the
appropriate water district for the appropriate fee. CONTRACTOR shall clean the lines in a downstream
direction, beginning from the most upstream manhole of a particular reach or set of reaches, and begin
cleaning so that the debris will continually be pulled downstream.
In order to jet clean the lines, a high pressure water pump on the combination truck shall deliver water
from attached tanks through a high pressure hose to a cleaning nozzle. The water pumped through the
cleaning nozzle shall propel the nozzle and attached high pressure hose through the sewer. Once the
cleaning nozzle has arrived at an upstream manhole, the nozzle shall be pulled back through the pipe at
a velocity controlled by the operator. During the cleaning process, the cleaning nozzle will not travel faster
than one foot per second in the line. While the cleaning nozzle is pulled back, the vacuum system shall be
used to simultaneously remove debris flushed by the cleaning nozzle.
CONTRACTOR shall use a root cutting nozzle to remove all debris. The root cutting nozzle shall revolve
360 degrees, be capable of cleaning at 6"-26° lines, and operate at 80 gallons per minute at a pressure of
3,000 pounds per square inch. Dislodged roots shall be captured and removed from the line either by the
vacuum or a basket.
CCTV Inspection
Within 24 hours of cleaning the line, CONTRACTOR shall thoroughly inspect the sewer lines using CCTV
equipment and WinCan V8 inspection software. The CCTV camera and monitor shall produce a minimum
of 460 horizontal lines of resolution. The CCTV camera shall be a pan-and-tilt with rotating head capable
of providing a 360-degree view of the inside of all pipes, connections, and any pipe defects. Video
recording shall be done digitally in full color in order to provide the utmost quality viewing. Images will be
in focus and done with adequate lighting to provide a clear view of the entire periphery of the line
including any defects while keeping glare to a minimum. The image shall not be obscured by fogging or
misting conditions when in a sewer line.
The inspection will be recorded digitally to an external hard drive and shall become property of the City.
At the beginning of each inspection, the information of the inspection shall be displayed in the following
PACP format:
A. Surveyed By
B. Street
C. Locations Code
D. Direction of inspection
E. Pipe material
F. Pipe diameter
G. Length of reach to be televised
H. Manhole numbe from which the camera is traveling
I. Manhole number to which the camera is traveling
J.
