Will this project act as a catalyst, encouraging subsequent development projects in the <br /> area? <br /> b. Are the proposed uses likely to generate high levels of foot traffic to, from, and around <br /> the project? <br /> c. Is a high intensity of activity being placed onto the site? <br /> d. Is the project self-contained, or will its tenants need to leave the project, walk, and <br /> patronize Downtown businesses regularly? <br /> e. Are the proposed uses adding diversity to Downtown's land use portfolio, or simply <br /> adding more of what we already have? <br /> f. What guarantees are offered that the building won't sit vacant after it is completed? <br /> 2. The Design <br /> a. Does the design comply with the Downtown Precise Plan? <br /> b. Does the design fit in well with Downtown Redwood City? Is the project's character <br /> compatible with its surroundings? <br /> c. Is the design of the highest quality, or does it simply meet minimum requirements? <br /> d. Is the architectural design attractive? <br /> e. Does the project deal with urban design in a way that is attractive and which creates a <br /> comfortable and stimulating pedestrian experience? <br /> f. Are design challenges such as the railroad, the transitions to neighboring parcels, and <br /> parking/loading access dealt with gracefully? <br /> g. Does the project embody the City's vision for its Downtown? <br /> h. Do the past projects of the developer, the architect, and the contractor demonstrate the <br /> quality that Redwood City seeks? <br /> 3. The Parking Strategy <br /> a. Is the project over-parked to the extent that it reduces space for offices, apartments, <br /> and hotel rooms? <br /> b. Does the accommodation of parking damage the design of the project? <br /> c. Does the project take advantage of shared parking efficiencies? <br /> d.
