C. - Page 2 <br /> report is required to be provided to the OPR and the Department of Housing and <br /> Community Development (HCD) by April 1 of each year (with a 60 day grace period). <br /> ANALYSIS <br /> Staff, with the assistance of General Plan consultant, Hogle-Ireland, Inc., has prepared <br /> the Annual Report for 2011(Attachment 1). On May 1, 2012, the Planning Commission <br /> approved the General Plan Annual Report and directed staff to present the report to City <br /> Council for consideration. This annual report will provide a template for future year <br /> annual reports. Future year annual reports will continue to build on these <br /> accomplishments and itemize new accomplishments, tracking progress toward General <br /> Plan goals. <br /> The General Plan Annual Report is organized to review major accomplishments and <br /> track progress on implementation programs for each General Plan Element: Built <br /> Environment, Housing, Building Community, Public Safety, and Natural Resources. This <br /> is accomplished through a narrative in the Annual Report and a comprehensive table <br /> (Attachment 3) that lists each implementation program, and the progress achieved thus <br /> far on that program. <br /> The Annual Report for the Housing Element has additional requirements. Government <br /> Code Section 65400 requires jurisdictions to complete the annual report as related to <br /> the Housing Element using forms and definitions adopted by the California Department <br /> of Housing and Community Development. Required forms and tables related to the <br /> Housing Element are included in Attachment 2. These forms include information on <br /> Redwood City's progress in addressing the regional housing need allocation, including <br /> the number of housing units permitted by income level, the status of programs in the <br /> Housing Element and efforts to remove governmental constraints. In addition, submittal <br /> of an annual report to the State is one of the threshold requirements to qualifying for <br /> some State funds, including Housing Related Parks (HRP) Program funds. <br /> Redwood City continues to make progress on meeting its General Plan goals, policies, <br /> and implementation programs since the New General Plan was adopted in 2010. <br /> Opportunities for additional housing will become available through the implementation of <br /> the Downtown Precise Plan, designation of mixed use corridors, and other housing <br /> goals and implementation programs. Staff will continue to update Zoning Ordinance to <br /> implement General Plan policy. The City will continuously strive to implement housing <br /> programs to meet the Regional Housing Needs Allocation (RHNA) objectives. <br /> Implementation programs related to the Built Environment, Housing, Building <br /> Community, Public Safety, and Natural Resources will continue to be completed, <br /> tracked, and recorded. <br /> ALTERNATIVES <br /> Do not accept the Annual Report and direct staff to revise the report before sending to <br /> HCD and OPR. <br />
