The completely updated General Plan established new policies, goals, and <br /> implementation pragrams for the long-term physical de�elopment of the community, <br /> constituting the krlueprint for how the City +nrill look, how development will accur, and providing <br /> a frarnework for the provision of City programs and services. 7he new General Pian responded <br /> to new State laws and addressed hausing, urban form, circulation, atmosphere and clirr�ate, <br /> water resaurces, child care, seniors, health, historic reso�rces, econamic de�elopment, safety, <br /> and sustainability initiatives in the City. <br /> This Anr�ual Report assesses progress since the General Plan's aclaption on October 11, 2�10 <br /> throug� December 31, 2011. <br /> 1 <br />
