The Planning Commission will <br /> evaluate the HRAC and staff recommendations in making a decision <br /> on the project. <br /> � Standards Compliance Only. For projects which the �I-€B <br /> I11Y0l��/lY�I10C1!'IY100 p�anning Manager/Designee deems to conform <br /> with the standards, but not the guidelines, in addition to seeking a <br /> recommendation to the Planning Commission from the HRAC as <br /> described above, the rnrnhi�on�i irol R��� mmi��oo /4R('\ <br /> Architectural Advisory Committee (AAC) or successor committee <br /> shall make a recommendation to the DI-IG��iron�nr/flocinn�c <br /> Planning Manager/Designee on the acceptability of the aspects of the <br /> project which do not conform with the guidelines. Considering the <br /> HRAC's and �SAAC's input, and considering whether the aspects of <br /> the application which do not conform to the guidelines nonetheless <br /> adequately promote the overall intent of the DTPP, the �I€B <br /> I11Y0l��/lY�I10C1!'IY100 p�anning Manager/Designee shall make a staff <br /> recommendation of the project to the Planning Commission. The <br /> Planning Commission will evaluate the HRAC, �SAAC, and staff <br /> recommendations in making a decision on the project. <br /> • Lack of Non-Historic Standards Compliance. Projects deemed by the <br /> ou�n I11Y0l��/lY�I10C1!'IY100 p�anning Manager/Designee to not comply <br /> with the standards in sections 2.2 through 2.10 shall be rejected. <br /> � Exceptions to the Historic Resource Preservation Standards. For <br /> projects which seek an exemption from the standards of Section 2.1.3, <br /> the following additional steps shall be added to the project review <br /> process: 1) Findings shall be made that the project site and/or the <br /> historic structure itself has unusual physical conditions which warrant <br /> the consideration of exceptions, or other constraints which render it <br /> infeasible or impractical to fully comply with one or more of the <br /> standards; 2) An evaluation shall be undertaken by qualified <br /> professionals experienced in the development and review of <br /> appropriate design modifications to historic resources to ensure full <br /> compliance with all applicable Secretary of the Interior's Standards <br /> (SIS); and 3) the project shall be reviewed for compliance with CEQA, <br /> consistency with Redwood City's General Plan Goals and Policies for <br /> historic resources, and consistency with the City's adopted Historic <br /> Preservation Ordinance. The n ��p7� <br /> Manager/Designee shall then forward the project application to the <br /> Historic Resources Advisory Committee (HRAC), which shall review <br /> the project application for conformance to the SIS and the goals of the <br /> DTPP and make a recommendation to the Planning Commission.
