C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 21, 2012 <br /> SUBJECT <br /> Professional Services Agreement for Data Analysis and Statistical Consulting Services <br /> RECOMMENDATION <br /> Approve by motion, an agreement with FIRESTATS, LLC to provide data analysis and <br /> statistical consulting services related to the fire service. <br /> BACKGROUND <br /> In today's economy with budget constraints and service delivery expectations higher <br /> than ever, it is paramount that the department plan for emergencies and fiscal <br /> management. To do this effectively the department must have the most meaningful and <br /> applicable data available for analysis. Concepts and notions we have long accepted as <br /> fact within the fire protection industry may not always be statistically or even practically <br /> relevant without scientific validation. The future of our industry depends on sustainable <br /> public safety practices within communities that develop policies based on scientific <br /> analysis. The analysis must yield measurable and results driven outcomes. FireStats <br /> will provide the tools to do just that. <br /> ANALYSIS <br /> FireStats is an interactive web based application used to assist in data and statistical <br /> analysis. Based on the data relating to the City's deployment, staffing models, shift <br /> schedule, station locations, response matrices, et. al., the application will populate <br /> reports, charts, and graphs for data analysis. The Consultant will maintain and update <br /> the application regularly to ensure accurate data. <br /> This project consists of the consulting service, creation of the web based application, <br /> implementation, and training from FireStats consultants. Consultants will also provide <br /> monthly maintenance assuring all data is up to date. <br /> The data that's currently available is spread out in various programs limiting the types of <br /> reports that can be run. FireStats will create one application that will migrate data from <br /> other programs into one, expanding the types of analysis that can be compiled. For <br /> example, we can run reports that show an engine's average response time and the <br /> amount and types of calls they respond to, but we are not able to run reports to show <br />
