6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 21, 2012 <br /> SUBJECT <br /> Resolutions supporting projects to be partially funded by the Metropolitan <br /> Transportation Commission's Lifeline Transportation Program <br /> RECOMMENDATION <br /> 1. Adopt a resolution authorizing a request for program funds available under the <br /> Metropolitan Transportation Commission's Lifeline Transportation Program, the filing of <br /> a funding application, the commitment of non-federal funding match, and the assurance <br /> of project completion. <br /> 2. Adopt a"Resolution of Local Support" authorizing the filing of an application for <br /> the Federal Surface Transportation Program (STP) and/or Congestion Mitigation and Air <br /> Quality Improvement (CMAQ) funding, and committing the necessary non-federal <br /> match, and stating the assurance to complete the project. <br /> 3. By motion, authorize the City Manager to execute related grant documents and <br /> accept funds if awarded. <br /> BACKGROUND <br /> In January 2012 the Metropolitan Transportation Commission (MTC) issued a call for <br /> projects for the third cycle of its Lifeline Transportation Program (LTP program). The <br /> LTP program is intended to fund projects that result in improved mobility for low-income <br /> residents of the nine San Francisco Bay Area counties. The LTP program will be <br /> administered by county congestion management agencies or other designated <br /> countywide agencies. For San Mateo County, the City/County Association of <br /> Governments (C/CAG) is the designated agency. <br /> ANALYSIS <br /> Approximately $3 million in funding is available for Cycle 3 LTP projects in San Mateo <br /> County. Funding sources for these projects include STA - State Transit Assistance <br /> (state funding), STP - Surface Transportation Program (federal funding), and JARC - <br /> Job Access and Reverse Commute (federal funding). <br /> Redwood City submitted two project applications. In March 2012, City staff received <br /> notification that both projects will be recommended for the following funding amounts to <br /> a C/CAG committee in April and to the C/CAG board in May: <br /> • Middlefield/Woodside Road Intersection improvements ($500,000 requested, <br /> $339,924 recommended for STP funding) <br />
