EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Consultant will prepare an IS that addresses the environmental issues required by the <br /> State CEQA Guidelines and the City of Redwood City's requirements. The IS will <br /> include a project description, a description of the existing environmental conditions, a <br /> discussion of environmental impacts associated with the proposed development (based <br /> on CEQA thresholds of significance and the CEQA Checklist), and identification of <br /> proposed and possible mitigation measures. <br /> Up to five copies of the Administrative Draft IS will be provided to the City for review and <br /> comment. DJP&A will revise the Administrative Draft IS based on comments received <br /> from City staff. After revision, an electronic screen check version of the document will <br /> be sent to the City for final approval. Once final approval is received, the document will <br /> constitute the IS and a maximum of 35 bound hard copies and one electronic copy <br /> (PDF) will be reproduced and delivered to the City of Redwood City for circulation to <br /> public agencies and the public, and posting on the City's website. After the public <br /> review period, Consultant will respond to comments received on the IS, if necessary. <br /> The IS will evaluate the environmental impacts of the proposed residential project, <br /> focusing on the following issues: <br /> Air Quality/Air Toxics /Greenhouse Gas Emissions <br /> The Bay Area Air Quality Management District (BAAQMD) has developed screening <br /> criteria to provide a conservative indication of whether a project could result in <br /> potentially significant air quality impacts. If the screening criteria are not met by the <br /> project, then a detailed air quality assessment of air pollutant emissions is not required. <br /> Based on the Operational-Related Criteria Air Pollutant and Precursor Screening Level <br /> Sizes table in the BAAQMD CEQA Guidelines, the proposed project is below the <br /> operational criteria pollutant and greenhouse gas emissions screening sizes. <br /> Therefore, a detailed operational air quality and greenhouse gas assessment is not <br /> required. Because the project site is located directly adjacent to existing residential land <br /> uses, a construction emissions analysis will be prepared. If significant impacts are <br /> identified based on the technical analysis, mitigation measures will be identified. <br /> CEQA Air Quality Guidelines developed by BAAQMD recommend that residential <br /> projects be evaluated for community risk when they are located within 1,000 feet of <br /> freeways, high traffic volume roadways, and/or stationary permitted sources of toxic air <br /> contaminants (TACs). The proposed project will be located adjacent to EI Camino Real <br /> which has over 10,000 average annual daily trips (AADT). This source of TACs could <br /> expose future residents of the project site to air toxins. To address the community risk <br /> impacts, lllingworth & Rodkin will complete TAC modeling. Cancer risks, chronic and <br /> acute hazards and annual PM2.5 concentrations will be predicted at the project site. <br /> These levels will be compared to the BAAQMD recommended thresholds for single <br /> ATTY/AGR/2012.054/DAVID J POWERS AND ASSOCIATES KENSINGTON ASSISTED LIVING FACILITY <br /> REV:05-08-12 VR <br /> Page 10 of 15 <br />
